The Stewards, having received a report from the Technical Delegate (document 42), have considered the following matter and determine the following:
No / Driver 22 - Yuki Tsunoda Competitor Oracle Red Bull Racing Time 16:15 Session Qualifying Fact The following Power Unit elements have been used: 6th Internal Combustion Engine (ICE) 6th Turbo Charger (TC) 6th Motor Generator Unit - Heat (MGU-H) 6th Motor Generator Unit - Kinetic (MGU-K) 9th Engine Exhaust System (EX) All Power Unit elements were replaced without the approval of the FIA Technical Delegate during Parc Ferme. The rear wing assembly has been changed while under Parc Ferme without the approval of the FIA Technical Delegate. Infringement Breaches of Articles 28.2 and 40.3 of the FIA Formula One Sporting Regulations. Breach of Article 40.9 of the FIA Formula One Sporting Regulations. Decision Required to start the Race from the pit lane. Reason Reason: The penalty is imposed in accordance with Article 28.3. The use of each additional element carries a 10 grid place penalty (with the exception of the Engine Exhaust System which carries a 5 grid place penalty) therefore there is an accumulation of 55 places. Article 42.3 d) of the FIA Formula One Sporting Regulations provides that a driver which has accrued more than 15 cumulative grid position penalties must start from the back of the grid. As the Power Unit elemnts were changed without permission and changes have been made to the set-up of the suspension, therefore Car 22 is required to start the Race from pit lane. In addition, Oracle Red Bull Racing changed the rear wing assembly of Car 22 under Parc Ferme without the approval of the Technical Delegate, this is not in accordance with Article 40.3 of the FIA Formula One Sporting Regulations. The assembly is of a different specification, which is a breach of Article 40.9 and Car 22 is required to start the Race from pit lane.
The Stewards Competitors are reminded that they have the right to appeal certain decisions of the Stewards, in accordance with Article 15 of the FIA International Sporting Code and Chapter 4 of the FIA Judicial and Disciplinary Rules, within the applicable time limits. Decisions of the Stewards are taken independently of the FIA and are based solely on the relevant regulations, guidelines and evidence presented.
