The Stewards, having received a report from the Technical Delegate (Document 30), have considered the following matter and determine the following:

No / Driver 22 - Yuki Tsunoda Competitor Oracle Red Bull Racing Time 11:42 Session Qualifying Fact The following Power Unit elements have been used: 5th Internal Combustion Engine (ICE) 5th Turbo Charger (TC) 5th Motor Generator Unit - Heat (MGU-H) 5th Motor Generator Unit - Kinetic (MGU-K) Power Unit elements were replaced without the approval of the FIA Technical Delegate during Parc Ferme. Also changes have been made to the brake cooling configuration of Car 22 while Car 22 was during Parc Ferme without the approval of the Technical Delegate. Infringement Breaches of Articles 28.2, 40.3 and 40.9 of the FIA Formula One Sporting Regulations. Decision Required to start the Race from the pit lane. Reason The use of each additional element in this case carries a 10 grid place penalty. Therefore there is an accumulation of 40 places. Further, because the changes to the brake cooling configuration were made while the Car was held under Parc Ferme conditions in breach of Article 40.2 without the approval of the Technical Delegate, in accordance with Article 40.9, Car 22 must start the race from the pit lane and follow the procedures prescribed in Article 44.2. Competitors are reminded that they have the right to appeal certain decisions of the Stewards, in accordance with Article 15 of the FIA International Sporting Code and Chapter 4 of the FIA Judicial and Disciplinary Rules, within the applicable time limits.

Decisions of the Stewards are taken independently of the FIA and are based solely on the relevant regulations, guidelines and evidence presented.
