Technical Delegate's Report

The following part has been replaced during the Parc Fermé by the Aston Martin Red Bull Racing team for a part of a different specification:

Car 23:           Floor (different specification)

The part has been replaced with the approval of the FIA technical delegate following a written request from the team concerned, this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations. But as the above part is different from the one originally used, car number 23 should now be required to start from the pit lane according to Article 34.6 of the 2019 Formula One Sporting Regulations.

The following driver will use a new turbocharger (TC) for the remainder of the Event:

23 RBR Honda Alexander Albon 4

The turbocharger used by Alexander Albon is the fifth new turbocharger engine for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The following driver will use a new motor generator unit-heat (MGU-H) for the remainder of the Event:

23 RBR Honda Alexander Albon 4

The motor generator unit-heat used by Alexander Albon is the fifth new motor generator unit-heat engine for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The following driver will use a new motor generator unit-kinetic (MGU-K) for the remainder of the Event:

23 RBR Honda Alexander Albon 3

The motor generator unit-kinetic used by Alexander Albon is the fourth new motor generator unitkinetic engine for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The gearbox of car number 23, driver Alexander Albon, was replaced for a new one.

The gearbox has been replaced with the approval of the FIA technical delegate following a written request from the team concerned (requested on 28 September 2019 @ 17:00hrs), this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations.

The gearbox change was before the six consecutive Events expired. Therefore this is not in compliance with Article 23.5a of the 2019 Formula One Sporting Regulations and I am referring this matter to the stewards for their consideration.

All above listed components have been replaced with the approval of the FIA technical delegate following a written request from the team concerned, this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations.
