Technical Delegate's Report
The following drivers will start the fourteenth Event of the 2019 Formula One World Championship with a new internal combustion engine (ICE):

11 Racing Point Mercedes Sergio Perez 3 07 Alfa Romeo Ferrari Kimi Räikkönen 3
The internal combustion engine used by Sergio Perez is the fourth new internal combustion engine for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.
The internal combustion engine used by Kimi Räikkönen is the fourth new internal combustion engine for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration. The new internal combustion engine of Kimi Räikkönen is a different specification from the one originally used. Therefore car number 07 should now be required to start from the pit lane according to Article 34.6 of the 2019 Formula One Sporting Regulations.

The turbocharger used by Sergio Perez is the fourth new turbocharger for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The motor generator unit-kinetic used by Sergio Perez is the third new motor generator unit-kinetic for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The control electronics used by Kimi Räikkönen is the third new control electronics for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.
All above listed PU elements have been replaced with the approval of the FIA technical delegate following a written request from the team concerned, this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations.
The gearbox of car number 07, driver Kimi Räikkönen, was replaced for a new one.
The gearbox has been replaced with the approval of the FIA technical delegate following a written request from the team concerned (requested on 07/09/2019 at 16:29hrs), this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations.
The gearbox change was before the six consecutive Events expired. Therefore this is not in compliance with Article 23.5a of the 2019 Formula One Sporting Regulations and I am referring this matter to the stewards for their consideration.
