Technical Delegate's Report
The following driver will use a new internal combustion engine (ICE) for the remainder of the Event:
NumberCar Driver Previously used ICE
23 Toro Rosso Honda Alexander Albon 1
The internal combustion engine used by Alexander Albon is one of the three new internal combustion engines allowed for the 2019 Championship season and this is in conformity with Article 23.3a of the 2019 Formula One Sporting Regulations.
The following driver will use a new turbocharger (TC) for the remainder of the Event:
NumberCar Driver Previously used TC
23 Toro Rosso Honda Alexander Albon 1
The turbocharger used by Alexander Albon is one of the three new turbochargers allowed for the 2019 Championship season and this is in conformity with Article 23.3a of the 2019 Formula One Sporting Regulations.
The following driver will use a new motor generator unit-heat (MGU-H) for the remainder of the Event:
NumberCar Driver Previously used MGU-H
23 Toro Rosso Honda Alexander Albon 1
The motor generator unit-heat used by Alexander Albon is one of the three new motor generator units-heat allowed for the 2019 Championship season and this is in conformity with Article 23.3a of the 2019 Formula One Sporting Regulations.
The following driver will use a new motor generator unit-kinetic (MGU-K) for the remainder of the Event:
NumberCar Driver Previously used MGU-K
23 Toro Rosso Honda Alexander Albon 1
The motor generator unit-kinetic used by Alexander Albon is one of the two new motor generator units-kinetic allowed for the 2019 Championship season and this is in conformity with Article 23.3a of the 2019 Formula One Sporting Regulations.
The following driver will use a new energy store (ES) for the remainder of the Event:

23 Toro Rosso Honda Alexander Albon 1
The energy store used by Alexander Albon is one of the two new energy stores allowed for the 2019 Championship season and this is in conformity with Article 23.3a of the 2019 Formula One Sporting Regulations.
The following drivers will use a new control electronics (CE) for the remainder of the Event:

99 Alfa Romeo Ferrari Antonio Giovinazzi 1 23 Toro Rosso Honda Alexander Albon 1
The control electronics used by the above drivers is one of the two new control electronics allowed for the 2019 Championship season and this is in conformity with Article 23.3a of the 2019 Formula One Sporting Regulations.
After the qualifying practice session yesterday the gearbox of car number 23, driver Alexander Albon, was replaced for a new one.
As this is not in compliance with Article 23.5 of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.
