Technical Delegate's Report
The following part has been replaced during the Parc Fermé yesterday and today by the Rich Energy Haas F1 Team team:
Car 20: Survival cell
The part has been replaced with the approval of the FIA technical delegate following a written request from the team concerned, this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations.
As the survival cell of car number 20 has been changed following the start of the third free practice session (P3), this car should now be required to start from the pit lane according to Article 23.2 of the 2019 Formula One Sporting Regulations.
The gearbox of car number 20, driver Kevin Magnussen, was replaced for a new one.
The gearbox has been replaced with the approval of the FIA technical delegate following a written request from the team concerned (requested on 08 June 2019 at 19:55), this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations.
The gearbox change was before the six consecutive Events expired. Therefore this is not in compliance with Article 23.5a of the 2019 Formula One Sporting Regulations and I am referring this matter to the stewards for their consideration.
The following driver will use a new control electronics (CE) for the remainder of the Event:

The control electronics used by Kevin Magnussen is the third new control electronics for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.
