TECHNICAL DELEGATE'S REPORT

The following driver will use a new internal combustion engine (ICE) for the remainder of the Event:

99 Alfa Romeo Ferrari Antonio Giovinazzi 3

The internal combustion engine used by Antonio Giovinazzi is the fourth new internal combustion engine for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The following driver will use a new turbocharger (TC) for the remainder of the Event:

99 Alfa Romeo Ferrari Antonio Giovinazzi 3

The turbocharger used by Antonio Giovinazzi is the fourth new turbocharger for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The following driver will use a new motor generator unit-heat (MGU-H) for the remainder of the Event:

The motor generator unit-heat used by Antonio Giovinazzi is the fourth new motor generator unit-heat for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The following driver will use a new motor generator unit-kinetic (MGU-K) for the remainder of the Event:

55 McLaren Renault Carlos Sainz 3

The motor generator unit-kinetic used by Carlos Sainz is the fourth new motor generator unit-kinetic for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The following driver will use a new energy store (ES) for the remainder of the Event:

55 McLaren Renault Carlos Sainz 3

The energy store used by Carlos Sainz is the fourth new energy store for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The following driver will use a new control electronics (CE) for the remainder of the Event:

The control electronics used by Antonio Giovinazzi is the fourth new control electronics for the 2019 Championship season. As this is in not in compliance with Article 23.3a of the 2019 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration.

The gearbox of car number 99, driver Antonio Giovinazzi, was replaced for a new one.

The gearbox has been replaced with the approval of the FIA technical delegate following a written request from the team concerned (requested on 31/08/2019 at 18:41), this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations.

The gearbox change was before the six consecutive Events expired. Therefore this is not in compliance with Article 23.5a of the 2019 Formula One Sporting Regulations and I am referring this matter to the stewards for their consideration.

The gearbox of car number 88, driver Robert Kubica, was replaced for a new one.

The gearbox has been replaced with the approval of the FIA technical delegate following a written request from the team concerned (requested on 31/08/2019 at 17:55), this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations.

The gearbox change was before the six consecutive Events expired. Therefore this is not in compliance with Article 23.5a of the 2019 Formula One Sporting Regulations and I am referring this matter to the stewards for their consideration.

The following parts have been replaced during the Parc Fermé yesterday and today by the ROKiT Williams Racing team for parts with a different specification: Car 88: ICE (previously used, different spec) TC (previously used, different spec) MGU-H (previously used, different spec) Rear wing assembly (different spec) The parts have been replaced with the approval of the FIA technical delegate following a written request from the team concerned, this being in accordance with Article 34.2 of the 2019 Formula One Sporting Regulations. But as the above parts are different from the ones originally used and also changes have been made to the set up of the suspension, car number 88 should now be required to start from the pit lane according to Article 34.6 of the 2019 Formula One Sporting Regulations.
