Technical Delegate's Report
The following driver will use a new internal combustion engine (ICE) for the remainder of the Event:
NumberCar Driver Previously used ICE
10 Toro Rosso Honda Pierre Gasly 4
The internal combustion engine used by Pierre Gasly is the fifth new internal combustion engine for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The following driver will use a new a new turbocharger (TC) for the remainder of the Event:
NumberCar Driver Previously used TC
10 Toro Rosso Honda Pierre Gasly 4
The turbocharger used by Pierre Gasly is the fifth new turbocharger for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The following driver will use a new motor generator unit-heat (MGU-H) for the remainder of the Event:
NumberCar Driver Previously used MGU-H

The motor generator unit-heat used by Pierre Gasly is the fifth new motor generator unit-heat for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The following driver will use a new motor generator unit-kinetic (MGU-K) for the remainder of the Event:

The motor generator unit-kinetic used by Pierre Gasly is the fourth new motor generator unit-kinetic for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The following driver will use a new energy store (ES) for the remainder of the Event:

10 Toro Rosso Honda Pierre Gasly 2
The energy store used by Pierre Gasly is the third new energy store for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The following driver will use a new control electronics (CE) for the remainder of the Event:

10 Toro Rosso Honda Pierre Gasly 2
The control electronics used by Pierre Gasly is the third new control electronics for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The PU elements have been replaced with the approval of the FIA technical delegate following a written request from the team concerned, this being in accordance with Article 34.2 of the 2018 Formula One Sporting Regulations.
The Red Bull Toro Rosso Honda team requested the replacement of the PU elements on 21 July 2018, at 18:40 hours.
