Technical Delegate's Report
The following driver will use a new internal combustion engine (ICE) for the remainder of the Event:
NumberCar Driver Previously used ICE
28 Toro Rosso Honda Brendon Hartley 4
The internal combustion engine used by Brendon Hartley is the fifth new internal combustion engine for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The following driver will use a new a new turbocharger (TC) for the remainder of the Event:

28 Toro Rosso Honda Brendon Hartley 4
The turbocharger used by Brendon Hartley is the fifth new turbocharger for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The following driver will use a new motor generator unit-heat (MGU-H) for the remainder of the Event:

The motor generator unit-heat used by Brendon Hartley is the fifth new motor generator unit-heat for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The following drivers will use a new motor generator unit-kinetic (MGU-K) for the remainder of the Event:

28 Toro Rosso Honda Brendon Hartley 3 14 McLaren Renault Fernando Alonso 2
The motor generator unit-kinetic used by Brendon Hartley is the fourth new motor generator unitkinetic for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The motor generator unit-kinetic used by Fernando Alonso is the third new motor generator unitkinetic for the 2018 Championship season and this is not in conformity with Article 23.3a of the 2018 Formula One Sporting Regulations.
The Red Bull Toro Rosso Honda team informed the technical delegate about the PU elements' change on 30 June 2018, at 19:24 hours.
The McLaren F1 Team informed the technical delegate about the PU elements' change on 01 July 2018, at 09:38 hours.
The following parts have been replaced during the Parc Fermé yesterday and today by the McLaren F1 Team for parts with a different specification:
Car 14: Front wing Pitot static tube
The parts have been replaced with the approval of the FIA technical delegate following a written request from the team concerned, this being in accordance with Article 34.2 of the 2018 Formula One Sporting Regulations. But as the above parts are different from the ones originally used, car number 14 should now be required to start from the pit lane according to Article 34.6 of the 2018 Formula One Sporting Regulations.
